Part Three: India and the USA - an 'Unholy' Alliance The US is saying they will only sign up to binding targets if India and other big emitters do. But India says it is emissions are negligible in per capita terms, and tackling poverty through development is the priority. Two nations in an "unholy" alliance, holding out against massive pressure. In September the UN Sec Gen calls the key leaders together to try to broker progress. President Bush has announced his own parallel track- a meeting of big emitters.
